国际足联颁布的Laws of the Game是这么规定的：
A direct free kick is also awarded to the opposing team if a player commits any of the following three offences:
• holds an opponent
• spits at an opponent
• handles the ball deliberately (except for the goalkeeper within his own penalty area)
按照这个规则的描述，手球是否被判直接任意球/点球的标准，只有一个：是否故意手球。
那么，怎么判断球员是否故意手球呢？国际足联颁布的 Interpretation of the Laws of the Game and Guidelines for 
Referees中是这么规定的：
Handling the ball involves a deliberate act of a player making contact with the ball with his hand or arm. The referee must take the following into consideration:
• the movement of the hand towards the ball (not the ball towards the hand)
• the distance between the opponent and the ball (unexpected ball)
• the position of the hand does not necessarily mean that there is an infringement
• touching the ball with an object held in the hand (clothing, shinguard, etc.)counts as an infringement
• hitting the ball with a thrown object (boot, shinguard, etc.) counts as an infringement
意思是：
1、手打球才有可能被判故意手球，球打手不算；
2、出球点和球员之间的距离如果太近，球来得过于突然、难以避让，不算故意手球；
3、手的位置并不是必要的考虑因素；
4、手持物体，用该物体击中球，算是故意手球；
5、手扔出物体并击中球，算是故意手球。
解说员常说的“是否明显改变球的路线”、“是否扩大防守面积”、“手臂是张开还是贴近身体”，都不是判断的标准，只是裁判判断手球球员是否故意的参考。
