There were some really poorly run teams at the time.

The clippers at least got world b free who was a proven high scoring guard (but not necessarily a winner)

The Cavs of the late 70s to early 80s were a train wreck. There were poor trades made (Terry Furlow for two 1sts which ended up #4 in 1981 and #3 in 1983) was bad. The worst stretch was when the owner (Ted Stepien) traded multiple 1sts to try and make the Cavs a playoff team. Problem was he traded a scrub and a 1st to the Lakers for a scrub and a 1st - the Lakers ended up with worthy. They also did multiple trades with Dallas, ending up with sam perkins, Derek Harper, detlef schrempf and roy tarpley among others. It got so bad the league banned any trades by the cavs for a few years, and instituted a tulle you can't trade firsts in consecutive years - the stephen rule.
