Dear friend,

Thanks for your email. I hope you are safe from coronavirus plague.How is Cina coping? Well, I seek an honest and capable partner that I can trust with this project.  I need someone with the capacity to receive such a huge payment. Let me explain more details about this payment before we proceed further. I urge you to keep details I share with you about this deal confidential, do not discuss with anybody. The main reason I had to find someone not known or connected me is because of the high security surveillance placed on me by the government. So I have to look outside for a trusted partner that can work with me confidentially. 

Like I told you in my previous email, this is a government payment process to the numerous foreign contractors that have completed various projects in my country. I am the head of the presidential committee that is in-charge of investigating and validating authentic contractors payment claims before endorsing them to the other government agencies for payment. I uncovered a lot of inflated invoices and fictitious payment claims which I will like to take advantage of.

Your role will be to stand in as one of the registered contractor/beneficiary with my country who worked as a sub contractor on a contract to revamp one of the ministries here in Nigeria. I will provide all the required documentation and make sure you are registered as a category A contractor with my government so that you and your company will be reflected in all our government records and database as a contractor who is entitled to the balance payment of $12.8million USD.

Once I have done this I will guide you on how to apply formally for the release of your contract payment which will be already reflected on file records. As the head of the Committee on Foreign payments It is my duty to investigate and give clearance to all intending payment beneficiaries. I will sign and dispatch my approval for release of this payment to the concerned institutions giving you clearance and requesting that your payment be made available from the funds allocated by the government  for the payment of foreign contractors.

You have nothing to worry about. I will be here to guide you all the way to ensure that this payment is released to you. Your role will be to communicate with the payment institutions through a local representative and present them with copies of the contract documents which I will provide to you. Please take note that nobody must know about my involvement with you on this deal. I will be your silent partner and ensure that you progress smoothly till payment which will not take more than 3 weeks to accomplish. For your role you shall take 30% of the contract sum. You will need to provide me with the following details for me to proceed and procure documentations for this project. I hope you understand, please contact me for any clarifications. 

1. Full Names and address

2. Company Name if any

3. Private mobile number for our communication.

4. A recent utility bill in your name and address. eg. gas bill etc.

5. A valid national identity of your person.

6. Bank account coordinates to receive this payment.
